Chapter One: Introduction
1.1 Background of the Study
Voter turnout is an important indicator of political engagement, which significantly impacts the legitimacy and effectiveness of governance. In many parts of Nigeria, low voter turnout remains a persistent problem, undermining the democratic process and influencing the quality of governance. In Bauchi Local Government Area (LGA), Bauchi State, voter turnout has been variable, with factors such as voter apathy, lack of awareness, and electoral violence contributing to low participation in local elections. The performance of local governance is often closely tied to the level of electoral engagement, as elected leaders derive their legitimacy from the electoral process (Okoro & Ibrahim, 2023).
High voter turnout is generally associated with stronger democratic institutions and more accountable leadership, while low turnout can result in poor governance and weak accountability. This study seeks to investigate the relationship between voter turnout and local governance performance in Bauchi LGA, examining how the level of electoral participation influences the effectiveness of local leaders in implementing development projects, providing public services, and addressing community needs (Tariq & Bello, 2024).
1.2 Statement of the Problem
In Bauchi LGA, the issue of low voter turnout has persisted, which has implications for the effectiveness of local governance. Low participation in elections can lead to the election of leaders with limited political legitimacy, which may reduce their accountability and hinder their ability to govern effectively. This study seeks to explore the extent to which voter turnout influences the performance of local governance in Bauchi, particularly in terms of resource allocation, service delivery, and community development.

A limitation of the study is the potential for incomplete or biased data due to the sensitive nature of voter turnout statistics and political participation in the region.
